It wasn’t long ago that students cycling and walking to school was the norm.  Today, students usually take the bus or are driven to school. Some schools, colleges and universities have even banned bikes all together. That’s scary to think about.  How are students supposed to get their much needed physical activity?

Sometimes planning for bike parking is simple: buy a bike rack. Sometimes, it requires more planning. Either way, you want to get the most for your money while staying within your budget. Bike Dock Solutions works with schools, colleges and universities across the country to answer bike parking questions. At Bike Dock Solutions, we know the value of quality bike parking, but we also realize that the correct advice is often just as important.

Identify Needs and Problem Areas

Taking stock of current bike usage is an important first step in determining your needs. A simple way to start is to conduct a bike count over three typical days during good weather. As you are counting bikes take note of these issues:

  • Are bikes parked so they are easily accessible?
  • Are bikes parked where they are supposed to be parked and not locked to trees, posts, benches, etc.?

Choose the Right Locations

Bike racks are often relegated to the back of a building or tucked to the side, out of sight. This discourages the use of the rack as it is not convenient for the cyclist. Racks placed out of the view of passers-by allow thieves more time and privacy to steal. Place bike racks by a main entrance where it is not only convenient for bicyclists, but in a visible area. Not only does the higher visibility cut down on theft, but also raises the profile of your bike program.

A major reason that students do not cycle is the inadequate protection provided for their bikes. Bike shelters and compounds offer outdoor bicycles a higher level of protection from the elements than racks left uncovered. A shelter’s roof keeps rain and snow off of bikes and their riders, and a compound can provide added security.

Security Concerns

Different bike racks and installation methods provide varying levels of security. When choosing a rack for your school, college or university you will probably want to consider these questions:

  • How important is security? Is theft an issue at your school?
  • How many bikes will you need to park and what space is available?
  • What will the rack be placed upon? Asphalt, grass, pavers, concrete?

Capacity and Space Use

How much space do I need?

That will depend on a number of factors. A typical bike needs an area of approximately 0.5 x 1.5 meters to park efficiently and still allow easy access to each bike.

Installation Surfaces

Concrete

Concrete is the best and least expensive surface material for a variety of rack types and installation methods. Both underground and overground mounts work well on concrete and are easy to install.

Paving Slabs and Asphalt

Other hard surfaces such as asphalt, pavers or tile may or may not be suitable for a surface mounted option. Factors affecting the suitability of these materials include the thickness of the surface material, the makeup of the below grade material, and climate. Freestanding racks are recommended for these surface types.

Dirt and Grass

For organic materials such as dirt and grass, you will need a bike rack with a freestanding option, or you may pour concrete footings to anchor the rack down.

The Bike Dock

Since 2003 the Government has had a capital grant system in place in an attempt to reduce the number of vehicles on the road and encourage children to cycle to school.

Every school in England is eligible for support towards the funding of Cycle Shelters. Primary schools can receive £3750 + £5 per pupil and secondary schools £5000 + £5 per pupil.

Applying for funding

In order to gain access to this funding, schools must have a travel plan in place. School travel plans (STP's) must fulfil a number of criteria, and based on this your local authority will assess your eligibility to qualify for funding. As a rough guideline your STP should contain information on each of the following elements:

1. Introduction

  • School name, address, number of pupils
  • Type of school
  • Age range of pupils
  • Description of the schools location and local community
  • DfES number
  • No. of staff
  • School opening times

School Statement

  • Why are you setting up a travel plan?
  • Travel issues raised as a result of your surveys?
  • Travel needs of others, such as, staff, community members etc.
  • Are there any clubs/activities outside school opening hours?

Survey

  • Date of survey
  • No. of respondents
  • Survey example
  • Current methods of transport
  • Information on those using public transport/school bus etc

You must also include evidence (e.g. all correspondence) to support your application. It is important that your survey data is no older than 18 months and you will need to also provide all information from detailed questions.

2. Action Plan

This is basically a list of objectives that you hope your travel plan will achieve, e.g. reduced congestion at peak times, and how you aim to achieve these.

3. Monitoring

Your plan will need to include dates of when you will be reviewing and updating your STP. In order to do this you will need to carry out another student survey.

Your local council employ a number of school travel plan advisers who are there to assist you throughout the process. You can get in touch with your travel plan advisor through your local council or via Sustrans.
